The operation of the City Auditorium shall be the responsibility of the Director of the Recreation Department, who shall establish rules and regulations for use of the facilities by the programs sponsored by the Recreation Department and activities of the general public.

The operation of the City Bandshell shall be the responsibility of the Director of the Recreation Department, who shall establish rules and regulations for use of the facilities by the programs sponsored by the Municipal Band and activities of the general public.

The City Hall of the City of Abilene, Kansas shall hereby be designated as the Dwight D. Eisenhower Municipal Building.

The operation of the City Hall shall be the responsibility of the City Manager, who shall establish rules and regulations for use of the facilities.

The operation of the Civic Center shall be the responsibility of the Civic Center Committee, which shall be comprised of seven (7) members of the general public appointed by the Mayor, each to serve a three-year term, who shall establish rules and regulations for use of the facilities for the services and programs of the Convention and Visitors Bureau and activities of the general public. The appointments shall be made by the Mayor and confirmed by the City Commission commencing in January.

The operation of the Municipal Pool shall be the responsibility of the Director of the Recreation Department, who shall establish rules and regulations for use of the facilities by the programs sponsored by the Recreation Department and activities of the general public.

The operation of the Police Department areas of the City Hall shall be the responsibility of the Police Chief, who shall establish rules and regulations for use of the facilities.

The operation of the Fire Department areas of the City Hall shall be the responsibility of the Fire Chief, who shall establish rules and regulations for use of the facilities.

The operation of the Senior Center shall be the responsibility of the Director of the Recreation Department, who shall establish rules and regulations for use of the facilities by the programs sponsored by the Recreation Department and activities of the general public.

The operation of the Community Center shall be the responsibility of the Park and Recreation Director. Rules for the use of the Community Center shall be established and approved by the Recreation Commission and the Abilene City Commission jointly.

The operation of the Recycling Center shall be the responsibility of the Public Works Director, who shall establish rules and regulations for the use of the facilities.

The operation of the Water Treatment Plant shall be the responsibility of the Public Works Director, who shall establish rules and regulations for the use of the facilities.

The operation of the Wastewater Treatment Plant shall be the responsibility of the Public Works Director, who shall establish rules and regulations for the use of the facilities.

The operation of the Public Library shall be the responsibility of the Library Board and Library Director, who shall establish rules and regulations for the use of the facilities.
