(a) Water Rates for Residential Customers. The water rates for residential customers shall consist of (i) a monthly minimum fixed charge and (ii) volumetric charges based upon the quantity of water used during each billing period, as set forth below.
(b) Monthly Minimum Fixed Charge (Inside City Limits). All residential customers shall be billed at the standard residential (¾-inch) meter rate. The monthly minimum fixed charge for residential service within the city limits, shall be effective as follows:
(1) The rates designated for calendar year 2026 shall first become effective with the February 2026 billing cycle; and
(2) The rates designed for each subsequent calendar year 2027 through 2030 shall become effective with the January 15 billing cycle of the applicable calendar year.

(c) Volumetric Charges (Inside City Limits). In addition to the monthly minimum fixed charge, residential customers shall pay volumetric charges for water used during each billing period, calculated by tier based upon total monthly usage, as follows:
Tier 1: Up to and including 4,000 gallons per month;
Tier 2: 4,001 through 10,000 gallons per month; and
Tier 3: All usage in excess of 10,000 gallons per month.
The volumetric charges per 1,000 gallons of water used, shall be effective as follows
(1) The rates designated for calendar year 2026 shall first become effective with the February 15, 2026 billing cycle; and
(2) The rates designated for each subsequent calendar year 2027 through 2030 shall become effective with the January 15 billing cycle of the applicable calendar year.

(d) Residential Customers Outside City Limits. The monthly minimum fixed charge and volumetric charges for residential customers located outside the city limits shall be two (2) times the rates established in this section for residential customers located within the city limits.
(e) Rates During Declared Water Emergency. During a declared Water Emergency pursuant to Article 10, the volumetric charges for residential water use above 10,000 gallons, both inside and outside the city limits, shall be two (2) times the rates established in this section

(b) Monthly Minimum Fixed Charge (Inside City Limits). Each commercial customer shall pay a monthly minimum fixed charge based upon the size of the meter serving the premises. The monthly minimum fixed charge for commercial service within the city limits, shall be effective as follows:
(1) The rates designated for calendar year 2026 shall first become effective with the February 15, 2026 billing cycle; and
(2) The rates designated for each subsequent calendar year 2027 through 2030 shall become effective with the January 15 billing cycle of the applicable calendar year.

(c) Volumetric Charges (Inside City Limits). In addition to the monthly minimum fixed charge, commercial customers shall pay the volumetric charges for all water used during each billing period. The volumetric charge per 1,000 gallons of water used, shall be effective as follows:
(1) The rates designated for calendar year 2026 shall first become effective with the February 15, 2026 billing cycle; and
(2) The rates designated for each subsequent calendar year 2027 through 2030 shall become effective with the January 15 billing cycle of the applicable calendar year.

(d) Dedicated Irrigation Service. This subsection applies to water service provided through a dedicated irrigation meter that serves outdoor irrigation only and is not connected to any structure or interior plumbing.
(1) Each dedicated irrigation account shall pay a monthly minimum fixed charge based upon the size of the meter serving the premises, in the same amounts and with the same effective dates as provided in subsection (b) of this section for commercial customers.
(2) In addition to the monthly minimum fixed charge, each dedicated irrigation account shall pay a volumetric charge for all water used during each billing period. The volumetric charge per 1,000 gallons of water used shall be equal to the Tier 2 residential volumetric rate established in Section 7-901(c) as effective for the applicable billing period.
(e) Commercial and Dedicated Irrigation Customers Outside City Limits. The monthly minimum fixed charge and volumetric charges for commercial and dedicated irrigation customers located outside the city limits shall be two (2) times the rates established in this section for commercial customers located within the city limits

(a) Outside watering of lawns, plants, and shrubs is prohibited between the hours of 9:00 a.m. and 7:00 p.m. on any day of the year.
(b) The waste of water is prohibited at all times. “Waste of water” includes, but is not limited to:
(1) Permitting water to escape onto sidewalks, streets, roadways, or other surfaces intended for vehicle traffic, or into any gutter, ditch, or surface drain; and
(2) Failing to repair a controllable leak of water due to defective plumbing, irrigation equipment, or fixtures.

The rates, including applicable sales tax, for water taken from the city crane or hydrant in tank lots, shall be as follows:
Minimum charge of $7.35 up to the first 1,000 gallons, and all water in excess of 1,000 gallons shall be at a rate of $4.00 per 1,000 gallons.

The Governing Body reserves the right to negotiate by contract all water rates for any user who has an average consumption exceeding 750,000 gallons per month. Such contract may be entered after an application for such contract is made in writing to the City Clerk. Average consumption is defined as consumption computed over a twelve (12) month period preceding the contract application.
