The administration of city business shall be the responsibility of the City Manager, who shall be appointed by and hold office at the pleasure of the City Commission.

The City Manager shall be chosen solely upon the basis of administrative ability. Choice shall not be limited by any residence qualifications.

The City Manager shall receive a salary to be fixed by the City Commission, and shall provide a surety bond for the faithful performance of the duties of the office in such amount as established by ordinance.

The City Manager shall be responsible for the administration of all business of the city, specifically including the following duties:

(a)   Assure that the laws of Kansas and ordinances of the city are enforced.

(b)   Hiring of all departments heads, officers and employees of the city. All such appointments shall be made upon merit and fitness alone. The City Manager may perform the duties of any officer whose office the City Manager is qualified to fill. The City Manager may appoint one person to hold and perform the duties of more than one office, provided that such offices are not incompatible.

(c)   Remove or discipline all department heads, officers and employees of the city.

(d)   Examine the conduct of business of any department or the conduct of any officer or employee.

(e)   Prepare and submit the annual budget to the Governing Body.

(f)    Keep the Governing Body fully advised as to the financial condition and needs of the city.

(g)   Make recommendations to the Governing Body on all matters concerning the welfare of the city.

(h)   Perform such other and further duties as may be required by law or ordinance.

The City Manager shall countersign all warrants and combined warrants and checks issued by the City Clerk or City Treasurer\Finance Director. Expenditures shall be legal only on the basis of appropriations in the budget, and on the authority of warrants and checks issued by the City Clerk or City Treasurer/Finance Director and countersigned by the City Manager. In no case shall warrants or checks be issued to exceed the cash balance in such fund.
