The operation of the municipal parks shall be the responsibility of the Director of the Recreation Department, who shall establish rules and regulations for use of the facilities by the programs sponsored by the Recreation Department and activities of the general public.

Eisenhower Park, and all other municipal parks shall be closed to the public between the hours of 12:00 midnight and 6:00 a. m. daily. No person, other than law enforcement officers and authorized city personnel, shall enter or remain in Eisenhower Park or other municipal parks owned, except as provided by this article.

With written approval of both the Police Chief and the Director of the Recreation Department, organized recreation activities or other special events may be held in the Eisenhower Park and other municipal parks after closing. Such written approval shall be discretionary with the Police Chief and the Director of the Recreation Department. Such written approval shall specify the date, hours, duration and location of such activities.

Eisenhower Park shall not be closed to the public during the period specified each year for the Central Kansas Free Fair.

Any person, firm, partnership or corporation violating any provision of this article shall, upon conviction, be fined a sum not to exceed five hundred dollars ($500.00), or be imprisoned for a period not to exceed thirty (30) days, or be both so fined and imprisoned.
