No person shall engage in business as a plumber without obtaining a license from the City Clerk. To obtain a business license, the applicant must provide proof of a minimum of one master who is actively involved by the company in the trade for which the applicant is requesting to be licensed. Licenses shall expire on December 31 of each year and shall not be transferable. The Building Standards Board may suspend for a definite period or revoke a license for good cause.

Any person desiring to engage in business as a plumber in the City of Abilene shall hold a certificate from Block and Associates. Testing and certification shall be for master and journeymen plumbers. As provided by K.S.A.    12-1525, examinations prepared by Block and Associates, and administered by Thompson Prometric are designated as a standard examination for certification and licensure of plumbers in the City of Abilene, Kansas. A minimum score of 75% is required for licensure. Before sitting for the standard examination for journeyman certification, the applicant must demonstrate proof of a minimum of two years field experience working under the direct supervision of a person having a valid journeyman or master certificate. No more than one year of the requirement may be satisfied by trade related schooling. Schooling shall consist of a minimum of 240 hours classroom training. Before sitting for the standard examination for master certification, the applicant must demonstrate proof of a minimum of two years of having a valid journeyman certificate, or having field experience for a minimum of four years. Everyone licensed shall be required to obtain not less than 12 hours biennially of continuing education approved by the City of Abilene.

The fee for a plumber’s license for the first year, and the renewal fee for each year thereafter shall be as prescribed in section 1-310, provided that if such fee is not paid by February 15, the first year fee shall be charged.

No person shall engage in business as a plumber without filing with the Secretary of the Building Standards Board evidence of a current policy of public liability insurance in the following amounts:

(a)   Three hundred thousand dollars ($300,000.00) for bodily injury liability;

(b)   Three hundred thousand dollars ($300.000.00) for the loss, destruction or injury of any property;

(c)   Automobile liability insurance in the amount of ($300,000.00).

Such policy shall be conditioned or extended to cover and include within its terms all employees, assistants and agents of the insured.

Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be fined in any sum not exceeding one hundred dollars ($100.00), or be imprisoned not to exceed thirty (30) days, or be both so fined and imprisoned. Each day’s violation shall constitute a separate offense.
